A key concern for policy and practice is how choice is supported for individuals with intellectual and/or developmental disabilities (IDD). The National Core Indicators (NCI)* collects data on employment status, including whether individuals are working in a paid job in the community, as well as each person’s interest in doing so. This DataNote focuses on interest in working in paid jobs in the community for individuals who are not currently working.
Data show that people with disabilities are consistently less likely to be working than their non-disabled counterparts. In this Data Note, the employment rate for working-age people is compared across disability types, as well as those without disabilities.
The Social Security Administration (SSA) offers a set of work incentives for Supplemental Security income (SSI) beneficiaries. Work incentive employment supports help SSI recipients go to work by minimizing the risk of losing their SSI or Medicaid benefits (Social Security Administration, 2018). One such incentive, the Plan to Achieve Self-Support (PASS), allows approved individuals to set aside earned or unearned income and resources to achieve an employment goal.
National Core Indicators™ (NCI™) data provide an important window on the employment and outcomes that may be related to employment (such as friendships, choice-making, etc.) of people with IDD receiving services. This Special Issue Data Brief updates the Brief from May 2016 and describes the employment status of individuals supported by state IDD agencies and compares participating states in terms of proportions of service recipients in different types of community employment.

Read the brief here. This study examined data from a sample of 12,213 people with IDD who responded to the NCI Adult Consumer Survey in 2012–2013. The sample captures data from respondents in 26 states. The purpose of the study was to observe and describe different demographic characteristics among the respondents, and how those characteristics correlated to different outcomes. The findings of this study showed a correlation between legal guardianship and employment setting for individuals with IDD.

Policy shifts over the past 20 years have created an agenda that calls for a sustained commitment to integrated employment for individuals with disabilities. But despite these clear intentions, unemployment of individuals with disabilities continues to be a major public policy issue.
Improving employment outcomes has been identified as a priority by self-advocates, states agencies, the National Governor’s Association, and federal policy makers. The recognition of the pivotal role that work can play in the lives of people with IDD is driving many state developmental disabilities agencies to adopt “Employment First” policies that prioritize employment in integrated settings as the preferred day service alternative. The need for this policy shift is clear.
