Pushing the Integrated Employment Agenda: A Case Study of Maryland's High-Performing Employment System

This brief presents findings from RRTC strand 4.3, which is an ongoing multiple case study of higher-performing states. The purpose of the study is to learn about why higher-performing states have been successful, and to further test and refine the High Performing States Framework. Maryland is the first case study to emerge from the project. The brief provides a summary of how the Department of Education, the Department of Rehabilitative Services (MD's VR agency), and the Developmental Disabilities Administration (MD's IDD agency) reflect the elements of the High Performing States model.

This brief is the first in a series focusing on Employment First implementation as it relates to one of the seven elements within the High-Performing States in Integrated Employment model. It examines the background of circumstances under which Employment First efforts began in seven states, and introduces each state’s values, mission, and goals around increasing employment opportunities for people with disabilities. States may use the lessons in this brief to develop an Employment First policy, or to evolve existing efforts.

How is guardianship status related to employment status for people with IDD? Findings from the National Core Indicators Adult Consumer Survey.

Read the brief here. This study examined data from a sample of 12,213 people with IDD who responded to the NCI Adult Consumer Survey in 2012–2013. The sample captures data from respondents in 26 states. The purpose of the study was to observe and describe different demographic characteristics among the respondents, and how those characteristics correlated to different outcomes. The findings of this study showed a correlation between legal guardianship and employment setting for individuals with IDD.
